Professor of Innovation Policy and Technology Governance

Prof. Kattel holds the chair of Innovation Policy and Technology Governance at Tallinn University of Technology. He is also the Department Head of the Ragnar Nurkse School of Innovation and Governance. He has published extensively on innovation policy, its governance and specific management issues. His publications on innovation policy issues include both theoretical articles and comparative case studies (for example on Latin America and Eastern Europe). He has also published on public sector reforms in Eastern Europe and on small states' challenges in innovation policy and management. In 2010, he published on the Europeanization of innovation policy in Central and Eastern European Science and Public Policy (vol. 37, nr, 9).  In 2013, he received Estonia's National Science Award for his work on innovation policy.
