Dr. Tarmo Kalvet is a senior research fellow at RNSn. He specializes in innovation policy and technology governance. He has completed research in several sub-fields of public sector innovation, including e-governance and the digital divide. He has published numerous peer-reviewed articles and contributed to books on topics such as innovation as an explanatory factor in e-government, the relationship between innovation and capacity of leadership, and comparative studies of innovation across Eastern European countries. For instance,  in 2010, he published an article in Urban Studies on urban competiveness and public procurement for innovation.
