Public sector innovation indicators

Focus

Social innovation stresses cooperation of stakeholders and social and political outcomes that are responsive to their needs. This implies that we need specific knowledge on these social innovation processes relating to the positions stakeholders, their relationships and the drivers and barriers that they experience while implementing new ideas. This refers to knowledge that tells us something about the influence of the drivers and barriers present at the meso-level of innovation. One way to acquire this is to develop a set of indicators that can assist in determining the innovation capacity of organizations.

In doing so, this research project should provide knowledge that is beneficial for stakeholders actually involved in social innovation practices and for policymakers stimulating social innovation. Hence, a major challenge is to develop a set of indicators which take into account the characteristics of the innovation capacities the public sector. Work Package 6, 'Indicators of innovation', tries to go beyond the existing indicator studies, which primarily try to grasp relevant characteristics at the macro- or national level. In contrast, we aim to develop indicators that truly address the meso-level, the network character of social innovation. This is an important research challenge.
